Autoridades indigenas Awá - Unipa / Martes 3 de mayo de 2011
Como hemos venido denunciando en diferentes ocasiones, la explotación ilegal del oro está destruyendo nuestra madre tierra y pone en peligro la biodiversidad de nuestro territorio; por más que intentamos vivir tranquilos en nuestras comunidades, cada vez nos vemos más amenazados por diferentes problemáticas que confluyen en ellas.
El resguardo Hojal La Turbia se encuentra ubicado en el municipio de Tumaco, departamento de Nariño – Colombia, en la frontera con la hermana república del Ecuador y en extensión es uno de los más grandes con los que cuentan las comunidades Awá; desde hace ya varios meses dentro de él se viene realizando explotaciones de oro de manera ilegal, pues han violado nuestro derecho a la consulta y concertación previa con nuestras autoridades y lo único que hacen es destruir el territorio que ha sido heredado de nuestros mayores y que por ley nos pertenece.
Hojal la Turbia, como casi todo nuestro territorio es rico en fuentes hídricas y este tipo de prácticas mineras acaban con el frágil suelo fértil, contaminan el agua con tóxicos, la misma que nosotros utilizamos para consumo personal y el riego de nuestros cultivos; 1para extraer un solo gramo de oro se utiliza 1000 litros de agua por segundo, cantidad que por día es utilizada en una ciudad con 600.000 habitantes; ¿se imaginan el daño al que nos enfrentamos en nuestras comunidades?
Además encontramos que a través de la minería de oro se utiliza químicos peligrosos para el desarrollo de nuestra vida, como el cianuro, el arsénico y el mercurio, pueden creer ¿que a todos estos componentes que bajan por las corrientes de agua les sumamos el glifosato que nos llegan por aspersiones aéreas? ¿Se imaginan como crecen nuestros niños en este ambiente de zozobra?
Como si no fuera suficiente, el día de hoy 26 de abril aproximadamente a las 10:30 a.m. una avioneta paso rociando glifosato sobre el centro administrativo de la UNIPA, lugar donde se encuentra la Institución Prestadora de Servicios de Salud Indígena – IPSI- UNIPA; la Institución Tecnológica Agroambiental Bilingüe Awá –IETABA-,viviendas de familias Awá, una parcela productiva comunitaria.
Alzamos nuestros gritos de protesta y ponemos en conocimiento este problema que a futuro terminara generando un daño ecológico irreversible, donde los principales afectados seriamos nosotros Inkal Awá.
Ante esto exigimos:
Al Gobierno Nacional:
Nos explique porque el territorio Awá es utilizado para el saqueo, no solo de oro si no de muchas riquezas más.
Que nos explique por qué se sigue irrespetando nuestro derecho a la consulta previa, de buena fe, libre e informada.
Cuáles son las acciones que está adelantando para proteger a nuestro territorio, porque como inkal Awá somos parte de él y la minería ilegal también es otro factor de riesgo de extinción física y cultural.
Que adopte de manera urgente e inmediata el Plan de Salvaguarda Étnica del Pueblo Indígena Awá.
Que cumpla con la solicitud de la Comisión Interamericana de Derechos Humanos de adoptar medidas cautelares para nuestro pueblo
Al Ministerio de Minas y Energía:
Que nos informe cuáles son los mecanismos de control de la minería ilegal que está implementando.
Decrete el cierre inmediato de todo tipo de operación para la explotación minera en nuestros territorio
Que retiren las maquinas destructoras que se encuentran en nuestro territorio.
A Ingeominas:
Actué bajo su competencia y prohíba seguir explotando territorios que ocasionan daño a la madre naturaleza. Expliquen cuál fue el proceso que adelanto para dar la concesión a quienes están saqueando nuestro territorio ancestral protegido por las leyes colombianas.
Cierre inmediato a todo tipo de minas que se encuentran en nuestros territorios
Al Ministerio Público y a la Defensoría del pueblo:
Que haga un seguimiento de la situación y emita la alerta temprana sobre el riesgo de desplazamiento de los resguardos indígenas del pueblo indígena Awá.
A la Procuraduría: Que de acuerdo a su competencia, realice las investigaciones pertinentes frente al cumplimiento de las obligaciones de las entidades del Estado y sus funcionarios
A la comunidad internacional.
Acompañamiento y monitoreo permanente sobre la situación de derechos humanos y del derecho internacional humanitario en las comunidades del pueblo indígena Awá.
A instar al gobierno colombiano que brinde las garantías para el goce efectivo de los derechos de los pueblos indígenas consagrados en la constitución política, legislación indígena nacional y los instrumentos internacionales ratificados por Colombia.
Que inste al gobierno nacional a desarrollar procesos de consulta previa de manera concertada.
Que inste al gobierno colombiano a que adopte el Plan de Salvaguarda Étnica del Pueblo Indígena Awá y que se concerten las medidas cautelares con nuestro pueblo.

As we have been denounced on various occasions, the illegal exploitation of gold is destroying our mother earth and endangering the biodiversity of our territory, however much we try to live peacefully in our communities, we are increasingly threatened by various problems that come together in them.

We raise our cries of protest and we inform the future this problem will end generating irreversible ecological damage, where the most affected would be us Inkal Awa.
Faced with this demand:
To the National Government:
We explain why the Awa territory is used for plunder, not only gold but many riches.
That explains why we still respect our right to consultation in good faith, free and informed.
What are the actions that are advancing to protect our territory, because as Inkal Awa are part of it and illegal mining is another risk factor for physical and cultural extinction.
To take urgent and immediate way the Safeguard Plan Awa Indigenous People's Ethnic.
To comply with the request of the Commission on Human Rights to take protective measures for our people
The Ministry of Mines and Energy:
Let us know what are the mechanisms of control of illegal mining is implemented.
Decreed the immediate closure of any operation for mining in our territory
Withdraw destructive machines that are in our territory.
A Ingeominas:
Acting under its jurisdiction and prohibit further exploit areas that cause harm to mother nature. Explain what was the process advance to give concession to those who are plundering our ancestral land protected under Colombian law.
Immediate closure of all types of mines found in our territories
The Public Ministry and the Ombudsman's Office:
To monitor the situation and issue early warning on the risk of displacement of the indigenous reserves of Awa indigenous people.
The Office: That according to their competence, perform the appropriate investigations against the obligations of state bodies and officials
To the international community.
Support and ongoing monitoring of the situation of human rights and international humanitarian law in the Awa indigenous communities.
Urge the Colombian government to provide guarantees for the effective enjoyment of indigenous peoples' rights enshrined in the constitution, national indigenous law and international instruments ratified by Colombia.
To urge the national government to develop consultation processes in concert.
Urge the Colombian government to adopt the Plan for the Protection of Indigenous Awa Ethnic and concluded the precautionary measures with our people.
